Permanent Data Removal Mechanisms and Administrative Governance Controls

Purview priority cleanup introduces capabilities that alter long-standing tenant data retention assumptions.

Designed for OneDrive and SharePoint environments, Purview priority cleanup allows organizations to execute permanent deletions of content currently subject to active retention policies, retention labels, or eDiscovery holds. While records, regulatory records, and content previously copied into an eDiscovery review set remain protected, other retained data—including content stored under delete-only Preservation Locks—can be purged.

Administrative Controls and Procedural Guardrails

Microsoft documentation frames this feature around storage optimization and AI data hygiene for Copilot rather than traditional compliance enforcement. Because the feature is enabled by default at the tenant level, risk mitigation relies primarily on operational guardrails:

  • Separation of duties: The administrator who authors or updates a cleanup policy cannot be the person who enables it.
  • Role-based approvals: Policy activation requires explicit sign-off from a Priority Cleanup Admin and an eDiscovery Admin for content on hold.
  • Simulation review requirement: Policy execution requires a second administrator to review and validate simulation results prior to deletion.

Governance Recommendations for Microsoft 365 Administrators

To manage tenant risk while leveraging automated cleanup capabilities, IT and compliance leaders should establish clear organizational procedures:

  • Audit role assignments: Confirm that Priority Cleanup Admin and eDiscovery Admin roles are assigned with strict separation from policy authors.
  • Establish review cadences: Incorporate simulation log reviews into regular administrative workflows rather than treating sign-offs as routine checks.
  • Align AI hygiene with retention: Evaluate how file cleanup impacts Copilot data retrieval while ensuring retention compliance remains intact.

Where our team steps in:

  • Role Design: We work with you to separate cleanup approval from the people who write retention policy so the two-person rule remains effective.
  • Recurring Simulation Review: We walk the simulation results with you on a regular cadence rather than treating validation as a one-time gate.
  • Copilot Readiness Assessment: We tie Purview priority cleanup decisions to what Copilot surfaces, ensuring storage reclamation and AI hygiene align seamlessly.
