Exchange Online External Recipient Rate Limit Changes
Outbound Mail Quotas for Trial, New, and Education Tenants
Exchange Online is updating sending quotas to prevent outbound spam, reducing limits for trial and newly setup tenants.
Starting in mid-September 2026, the external recipient rate limit for trial tenants drops to 500 recipients per day—one-tenth of the old limit. New tenants follow a scale based on age: tenants under 31 days get 10% of standard quotas, while tenants between 31 and 60 days get 25% before reaching full capacity. School tenants move to a math rule that discounts free licenses during quota calculations. Going over these limits stops outgoing mail.
Operational Impact on Tenant Migrations and Launches
New tenants often need high sending capacity during initial setup and go-live messages:
- Age ramp constraints: New tenants face the tightest caps in their first month, right when launch news and migration updates need to go out.
- Bulk email routing: Relying on Exchange Online for high-volume external mail during trial or ramp phases increases the risk of blocked accounts.
- Documentation discrepancies: The live Exchange Online limits page may lag behind Message Center updates on current cap numbers.
Recommended Actions for IT Administrators
To protect outgoing mail during tenant onboarding or migration projects, admins should take three simple steps:
- Check sending status: Review the Tenant Outbound External Recipients report in the Exchange admin center to find your current quota level.
- Offload bulk messaging: Move large email sends to dedicated external mail tools.
- Factor ramps into timelines: Add the 60-day quota scale to project plans for new tenant setups and cutover work.
Here is how we work with you on this:
- Tenant Ramp Planning: We match your migration and launch plans with Microsoft’s tenant age rules to ensure smooth mail flow.
- Deliverability Audits: We check your outgoing email volume with Exchange Admin reports to prevent sudden email blocks.
- Mail Architecture Strategy: We help set up dedicated bulk mail tools next to Exchange Online to keep core tenant mail queues clean.
Setting up a new tenant for a project or launch this fall? We can help align your project plan with these updated sending rules.
