A Power BI Copilot integration presents a critical governance question for data teams.
Most teams scoping a Power BI Copilot integration focus entirely on report permissions. They ask which reports Copilot can actually see. However, the bigger question involves how Copilot answers questions inside a chat window.
Permissions are not the hard part. Copilot respects existing user access controls in Power BI. The real challenge involves data governance. Once BI data flows into a chat answer, it becomes subject to two separate sets of product terms.
How Grounding Shifts Product Terms
Starting in mid-June 2026, Microsoft 365 Copilot grounds user answers directly in Power BI semantic models. This feature applies to Frontier-enrolled tenants with Copilot Premium and Power BI licenses.
The feature is enabled by default. Admins can disable it from the Microsoft 365 admin center. While this feature delivers major productivity gains, your semantic layer crosses into Copilot’s answer surface under separate Fabric terms. Because of this, enabling a Power BI Copilot integration requires a deliberate decision.
Strategic Action Items for Data Leaders
The SimpleSharepoint team helps you evaluate this transition through three core services:
- Data-boundary review: We map which semantic models and reports become exposed once enabled.
- Permission audit: We confirm your Power BI access controls before Copilot grounds answers in your data.
- Rollout planning: We help you decide which teams gain access first and structure user communication.
Are you deciding whether to enable this feature in your tenant? We are happy to compare notes on where other organizations draw the line.
